The U.S. House Committee on Homeland Security (Majority) is seeking a Professional Staff Member/ Senior Professional Staff Member to serve on the Subcommittee on Oversight, Investigations, and Accountability. The PSM serves as a key policy advisor and legislative strategist within the Subcommittee, reporting directly to the Subcommittee Director. This role supports the Subcommittee’s work by conducting in-depth policy research and investigations, developing legislative proposals, and ontributing to the planning and execution of hearings, briefings, and other oversight activities. The PSM is expected to develop and maintain subject-matter expertise in areas within the Subcommittee’s jurisdiction, particularly those involving agencies and offices within the Department of Homeland Security.
Responsibilities:
Responsibilities include tracking agency activities, identifying policy gaps, and reviewing and analyzing reports, regulations, and other developments relevant to the Subcommittee’s priorities. Working collaboratively with the Subcommittee Director, the Committee’s Policy Director, and legal counsel, the PSM assists in drafting legislation, preparing hearing materials and Member questions, and producing background memoranda and briefing documents for Members and senior staff. A Senior PSM serves as a strategic advisor and trusted counselor to the Subcommittee Director on a wide range of policy and procedural matters within the Subcommittee’s jurisdiction and may be called upon to manage Subcommittee operations in the Director’s absence. Senior PSMs are expected to maintain strong relationships with key stakeholders, including congressional leadership and industry representatives, possess a deep understanding of the legislative process, and demonstrate the ability to analyze and engage with the Department’s annual budget.
Qualifications:
Strong attention to detail, excellent written and verbal communication skills, and the ability to manage multiple competing priorities under tight deadlines are essential for success in this role. Should an applicant possess more senior experience, the position of Senior Professional Staff Member will be considered • Applicants should possess three to five years (PSM) or four to six years (Senior PSM) of congressional or relevant experience. This is not an entry level position. • Excellent written and verbal communication skills. • Demonstrated experience with congressional investigations. • Deep understanding of the Committee process, House Rules, drafting legislative text, and oversight duties. • Strong understanding of national security policy and the jurisdiction of the Department of Homeland Security. • Active TOP SECRET security clearance. SCI strongly preferred. • Prior Hill experience is required.
