Congresswoman Melanie Stansbury (D-NM-01) is seeking an experienced Policy Advisor
and Legislative Drafter to help develop and execute priority legislative projects, with a
focus on climate, water, energy, healthcare, behavioral health, housing and other topics.
Responsibilities:
The Policy Advisor will be tasked with developing policy priorities, drafting signature
legislation, reports, and advancing signature projects and initiatives. The successful
candidate will work closely with the Legislative Director, Legislative Assistants, and
the Member to advance policy priorities, develop and draft original legislation, build
bipartisan and stakeholder support, and advance a long-term legislative strategy to enact
and implement legislation and policy proposals. This is an ideal opportunity for someone who enjoys turning policy ideas into legislative proposals, leading policy projects, and helping to shape a Member's agenda and strategy.
• Develop and execute legislative projects and initiatives in priority areas for
the Member, including energy, environment, climate, water, behavioral health, rural
health, and other areas as assigned.
• Research emerging policy issues and identify legislative opportunities.
• Draft original legislation and proposals, amendments, policy papers, and legislative
agendas.
• Coordinate closely with House Legislative Counsel, committees, and staff on
legislative drafting.
• Build and maintain relationships with relevant committee staff, executive agencies,
and outside stakeholders.
• Represent the Member in meetings and monitor legislative developments as
needed for assigned projects, and provide strategic recommendations.
Qualifications:
This is not an entry-level position. Prior Hill experience and significant experience in direct
legislative drafting and strategy are required.
Required Qualifications
• At least four years of congressional, executive branch, or comparable legislative
policy experience, including time in a Capitol Hill role.
• Significant demonstrated experience in legislative drafting and policy writing.
• Exceptional understanding of congressional procedure and the legislative process.
• Excellent analytical and communication skills.
• Ability to independently manage multiple long-term projects and competing
priorities.
• Strong judgment, attention to detail, and organizational skills.
• Ability to work collaboratively in a fast-paced environment.
• Availability to work extended hours as congressional business requires.
Preferred Qualifications
• Experience developing original legislative proposals, translating complex policy
concepts into actionable legislation, and managing long-term policy projects and
strategy.
• Background or interest in healthcare, housing, climate, energy, environmental
policy, and related issue areas.
• Building coalitions among stakeholders and congressional offices.
• Thinking strategically about opportunities to advance a Member’s policy priorities.
• Ties to New Mexico or the Western United States, and familiarity with the
communities of the 1st Congressional District of New Mexico.
