Description:
Congresswoman Jahana Hayes (CT-05), a Member of the Education and Workforce Committee and House Agriculture Committee seeks an experienced Legislative Director to oversee her legislative team and policy agenda.
Responsibilities:
The Legislative Director is a senior member of the leadership team in our office, who works extremely closely with the Member and senior staff. The Legislative Director will serve as the primary policy advisor – providing strategic direction and insight to the Member and team on all legislative and policy matters, while being responsible for overseeing the Member’s legislative and policy agenda, overseeing the legislative team, and collaborating closely with senior leadership to solve complex problems and deliver results. Additionally, this person will provide direct supervision over the Legislative team. • Ensures that the legislative staff is properly focused on the Congresswoman's legislative goals; • Works to formulate positions on legislative issues; • Write recommendations for each vote the Congresswoman takes; • Monitors legislative activity on the House floor and handles long-term and short-term legislative planning for the Congresswoman; • Oversees the progression of bills with which the Congresswoman is involved as they move from Committee to the floor; • Assigns legislative staff areas of responsibility, in consultation with the Congresswoman and Chief of Staff; • Trains and supervises legislative staff; • Schedules and directs legislative staff meetings; • Meets with groups of key constituents or other office visitors, as necessary; • Recommends co-sponsorships of legislation to the Congresswoman; • Writes and reviews legislative memos; • Hires legislative staff, with approval of the Chief of Staff and the Congresswoman, when necessary; • Oversees activities of the office in the absence of the Chief of Staff; • Maintains up-to-date status reports on all legislation affecting the district, legislation in which the Congresswoman is a principal sponsor, or legislation which the Congresswoman is a cosponsor; • Monitors and reports on floor action to the Congresswoman and the Chief of Staff; • Prepares weekly reports for the Congresswoman and staff on all legislative activities; • Coordinates responses to all legislative mail; • Assists organizations and constituents in the district with federal matters; and • Performs other duties as assigned.
Qualifications:
• This is not an entry-level position. At least 4 years of relevant legislative experience is required. Applicants who do not meet these requirements will not be considered; • Hard work, organization, effective time management, and ability to work in a fast-paced and collaborative environment; • Analytical capabilities, excellent writing skills, attention to detail, flexibility, and creativity; • Willingness to cover a diverse issue portfolio and be responsive to varied concerns and perspectives; • Expert knowledge of the legislative process; • Strong oral and written communications skills and ability to communicate effectively with the Congresswoman, colleagues, constituents, and external stakeholders.
