Counsel Committee: U.S. Senate Committee on Foreign Relations -- Republicans Location: Washington, DC Position Type: Full-Time Salary: Commensurate with experience Position Summary The U.S. Senate Committee on Foreign Relations seeks an experienced and highly motivated Counsel to support the Committee's legislative, nominations, and oversight responsibilities. The Counsel will serve as a legal and policy advisor to Committee leadership and staff on matters within the Committee's jurisdiction. The ideal candidate will possess strong legal, analytical, and communication skills; experience in legislative, regulatory, or administrative law; and the ability to manage complex policy issues in a fast-paced environment. This position requires sound judgment, discretion, and the ability to work collaboratively with Members of Congress, executive branch officials, stakeholders, and Committee staff.

Key Responsibilities Provide legal and policy counsel on matters within the Committee's jurisdiction. Play a leading role in supporting the Committee’s nominations process. Draft, review, and analyze legislation, amendments, committee reports, hearing materials, correspondence, and legal memoranda. Advise Committee leadership and staff on statutory, constitutional, administrative, and regulatory issues. Support Committee oversight activities. Lead or assist in planning and execution of committee hearings, briefings, and markups. Engage with executive branch agencies, congressional offices, stakeholders, and outside experts regarding legislative and oversight matters.

Qualifications Required Juris Doctor (J.D.) degree from an accredited law school. Relevant professional experience, including experience in Congress, federal government, private practice, or a related field. Demonstrated expertise in legislative drafting, statutory interpretation, and legal analysis. Excellent written and oral communication skills. Strong organizational skills and attention to detail. Ability to manage multiple priorities and meet deadlines in a dynamic environment. Ability to exercise discretion and handle sensitive or confidential matters. Preferred Prior congressional committee experience. Subject-matter expertise in areas within the Committee's jurisdiction. Nominations experience. Experience managing complex projects. Familiarity with Senate rules, procedures, and legislative processes. Knowledge, Skills, and Abilities Strategic thinker with strong analytical judgment. Ability to synthesize complex legal and policy issues into concise recommendations. Strong interpersonal skills and ability to work effectively with diverse stakeholders.
